Services to Settlers
The services to settlers described in this section include engineering/technical-environmental support granted by the Consortium in the following fields: 1) preparation of applications for new settlements or expansion of old settlements for the businesses; 2) access to legislative, technical and environmental information; 3) access to data and information on the territory, such as cadastre data, town or zoning plans, etc., through ZIUweb; 4) possibility to acquire information about projects financed by the Region, State of European Union.
SETTLEMENT OF NEW ACTIVITIES
1. How to settle
The businesses willing to settle in the ZIU District are required to submit an application to the Consortium according to the procedures and mode indicated in the ZIU Areas Management Regulations, which defines the criteria and conditions for acceptability of each settlement of new activities and for the management of new production activities.
Note: the request for technical environmental assessment should be submitted before initiating the procedure to obtain the concession (Go to the single inter-municipal help desk).
2. Procedure to be followed for technical environmental assessment
A. Request for a craftsmen/industrial lot (preliminary request).
B. Request for technical environmental assessment.
Free assistance is granted by the Office for the Environment to fill the request
form.
The activities listed below cannot be established in the ZIU District:
EXCLUDED ACTIVITIES: (under Art. 5.1, letter c) - PTI Implementation Regulations)
•
Phytosanitary and biocide agents production installations;
•
Plants for the production of toxic gases requiring an authorisation under R.D.
(Royal Decree) #147/27 and the following;
•
Industrial installations for the production of carcinogenic, teratogenic, and
mutagenic materials (under Art. 61 of Leg. Dec. 626/94);
•
Industrial systems for the production and treatment of materials involving biological
risks (under Art. 78 of Leg. Dec. 626/94 and Annex XI);
•
Systems for the treatment, re-treatment, enrichment, storage and definitive elimination
of radioactive materials and waste products;
•
Tanneries;
•
Systems for the production, preparation, recovery of explosive materials and
exploding powders;
•
Feedstuff production plants using vegetal and animal products or waste products;
•
Systems for the production and treatment of vegetal and animal fats and oils;
•
Primary and secondary smelting plants for the production of cast iron, steel
and non ferrous materials; however, reorganisation of existing plants are allowed,
only for once, whenever the projects involve production capacity increases not
exceeding 20%;
•
Extraction activities;
•
Dumps and waste disposal plants, even though aimed at the production of energy.
C. Technical Commission's technical environmental
assessment of the activities to be settled.
The task of the Commission is to express a written advisory opinion
based on the information received and subject to the request admissibility.
The Technical Commission is made up of experts appointed by the Consortium's
Board of Directors according to their specific competences.
D. Decision to assign/sell the lot.
The Consortium's Board of Directors evaluates the admissibility
of the project and formally decides about assigning or not the lot
for the settlement of the business.
When this procedure is complete, the procedure can be initiated to
obtain the building permit (concession) from the single inter-municipal
help desk.
ACCESS TO CADASTRE INFORMATION (MAPS AND DATA)
1. Cadastre database - online connection with the Territory
Agency (Agenzia del Territorio)
In February 2005, the Consortium had signed an agreement with the
Territory Agency to activate the online connection to the Cadastre
database. Within the framework of the activities required for the
acquisition and expropriation of areas and, more generally, of the
Consortium's activities, online access is granted to the documents
contained in the administrative-census archive of the Land Register
(or Cadastre) and Urban Building Cadastre (Catasto Edilizio Urbano),
and the archive of geodetic reference points.
2. Access to the ZIU District cadastral map and associated
information
Through ZIUweb, a Company/User can view the Cadastre map
of the ZIU District and the following information associated with
each parcel:
- sheet number;
- cadastral parcel number;
- municipality;
- parcel surface;
- date of parcelling out (if any).
note: updates to the cadastral maps and associated
information are made by the Offices of the Consortium.
ACCESS TO TOWN PLANNING DATA (MAPS AND DATA)
Through ZIUweb, a Company/User can view the Zoning Table (PTI town
planning tool) and the town planning information associated with
each lot (craftsmen/industrial zone, parking area, etc.).
ACCESS TO TERRITORIAL INFORMATION (MAPS AND DATA)
Through ZIUweb, a Company/User can view the following maps
(and access associated information):
1. Companies settled in the ZIU District.
Map showing the businesses settled in the ZIU District and display
of information associated with the type of activity, street address
with civic number, number of operators involved, etc;
2. Technological networks.
Map identifying the position of the drain and sewer systems and display
of information associated with each segment, etc.;
3. Map of Lots Available;
4. Scheduled action (LLPP – Public Works scheduled in the ZIU
District);
5. Waste bin fleet (distribution of waste bins in the district);
6. Survey of lawns in the ZIU district;
7. SAF bus journeys (stops and timetables).
