Intra-regional Territorial Plan

Udine Industrial and Regional Compound underwent an implementation planning project with the creation of a "Inter-regional Territorial Plan" (P.T.I.) by Consorzio per lo Sviluppo Industriale del Friuli Centrale ("Consortium for the industrial development of central Friuli") in July 2000 pursuant to Art. 3 of Regional Law no. 3 of January 18, 1999.

Historical evolution of the urban structure
The urban structure historical evolution started with the implementation of a General Arrangement Plan of Zona Industriale Udinese (Z.I.U., "Udine Industrial Belt) by Udine City of 15/03/1973, followed by the approval of a Frame Plan of 02/11/1973 with the Regional Decree 04720/Pres. and the subsequent implementation of the first P.I.P. (Piano Insediamenti Produttivi – "Plan for Production Facilities") by the Consortium. Such plan was drafted compliant with the dispositions of Law 865/71, art. 27, and was approved on 28/05/1975 by Regional Decree 01359/Pres.
After its ten-year termination, a new P.I.P. was drafted and subsequently approved on 21/04/1988 by Regional Decree 0136/Pres. Such instrument substantially confirmed the initial Compound area.
Udine regional industrial compound placed south of Udine City subsequently underwent a new executive planning with the creation of a "Inter-regional territorial plan" (P.T.I.) by Consorzio per lo Sviluppo Industriale del Friuli Centrale ("Consortium for the industrial development of central Friuli") in July 2000 pursuant to Art.3 of Regional Law no. 3 of January 18, 1999.
The Plan was approved by the Consortium Resolution no. 6 of July 27, 2000. Subsequently, a check on the urban compatibility of such Consortium was carried out through general city-planning instruments of Udine, Pavia di Udine and Pozzuolo del Friuli Municipalities, all of them involved in the Zona Industriale Udinese (Z.I.U.) plan.
During July 2001, an agreement was reached with the local authorities involved (Consortium Resolution no. 2 of April 30, 2002 for P.T.I. implementation). The plan was then approved by Regional Decree no.0205/Pres. of July 8, 2002.

The P.T.I.
P.T.I. is basically composed of the following documents: - Reports, Certifications, Estimate calculation; - Implementation Rules; - Land Registry List of Properties; - Expropriation parcel plan; - Expropriation parcel plan – graphic representation; n. 15 Tables (graphic documents).

ZIU areas management regulation and amendments to art.5.1 of PTI Implementation Rules.
By the consortium resolution no. 11 of 14.12.2004 an amendment to par. 6 of art. 5.1, PTI implementation rules was adopted.
Paragraph text before and after the amendment is reported below:
- art. 5.1, par. 6 (before the amendment): "all new companies shall draft documentation certifying the compliance with EMAS certification requirements";
- art. 5.1 par. 6 (amended): "all new companies shall commit to comply with the environmental requirements set by the Consortium for existing and/or future companies". The approval procedure for such amendment was completed as of April 2005.
The environmental requirements as per art. 5.1. are reported in the "ZIU areas management regulations" approved by the consortium resolution no°3 of 29.01.2004.
The ZIU Areas management regulation has been effective since February 2004.


Variation no. 1 to P.T.I. (and following variations)
In October 2004, the Consortium board started a P.T.I. Variation procedure in order to adequately enhance the settlement and subsequent development of the "Luigi Danieli" Udine Scientific and Technological Park within the ZIU territory; for the creation of a regional head office for the Regional Agency for the Environment (ARPA F-VG) as well as for a better rationalisation of road systems and a regulatory and zoning plan to better respond territory requirements.

The Consortium administration has recently started the P.T.I. Variation Procedure no. 2 (Please refer to the Land and Environment section for further information)
